UAE joined Hague in 2021 — what this means for Filipinos
This is the most important change to understand: the UAE acceded to the Hague Apostille Convention in October 2021. Before that date, authenticating documents for UAE required a two-step embassy legalisation process. Since October 2021, a DFA-apostilled NBI Clearance is the correct and accepted form of authentication for the UAE — no separate embassy legalisation is required.

When is an NBI Clearance required for UAE?
The UAE Federal Authority for Identity, Citizenship, Customs and Port Security (ICP, formerly GDRFA) and employers commonly require NBI Clearance for:
- Employment visa / work permit — required for most regulated professions (medical, education, finance, law) and for POEA/DMW-approved OFW deployment
- Golden Visa (5- or 10-year long-term residency) — background check documentation
- Domestic Worker visa — housemaids, drivers, nannies; required by POEA/DMW as a pre-departure document
- Family sponsorship — when sponsoring family members to join you in UAE, background documents may be required
OFW deployment to UAE — POEA/DMW requirements
Filipino workers deployed to the UAE through POEA/DMW-accredited recruitment agencies must complete pre-departure requirements that include:
- NBI Clearance with DFA apostille (since UAE is Hague member)
- OEC (Overseas Employment Certificate) — issued by DMW; required for immigration exit and for airport privileges (OFW lane)
- OWWA membership — mandatory for all land-based OFW
- PDOS (Pre-Departure Orientation Seminar) — required for first-time OFW
- PhilHealth, Pag-IBIG and SSS membership records

Professions where NBI Clearance is most commonly required
All POEA/DMW-approved OFW deployments to the UAE can trigger an NBI Clearance requirement, but certain sectors routinely require it as a mandatory condition of the employment visa or professional licence registration:
- Healthcare and nursing — The Dubai Health Authority (DHA) and the Department of Health Abu Dhabi (DOH) require police clearance as part of healthcare professional licence registration. The NBI Clearance with DFA apostille is the required Philippine document for nurses, doctors, therapists, pharmacists and other licensed health workers.
- Education — Teachers in UAE private and government-linked schools must satisfy KHDA (Knowledge and Human Development Authority, Dubai) or ADEK (Abu Dhabi Department of Education and Knowledge) background screening. The NBI Clearance is standard documentation.
- Financial services and banking — Institutions licensed by the Central Bank of the UAE (CBUAE) or the DFSA (Dubai Financial Services Authority) conduct fit-and-proper background verification — including foreign police clearance — for roles that involve client funds or regulated advice.
- Security industry — Security guards, supervisors and investigators require a licence from the UAE Ministry of Interior. A clean home-country police record is mandatory, and the NBI Clearance satisfies the Philippine requirement.
- Construction and infrastructure (UAE Vision projects) — Major UAE government infrastructure projects and defence-adjacent worksites routinely require background documentation for all on-site workers. Having the NBI Clearance ready avoids delays when employers request it.
- Domestic workers — Housemaids, drivers, nannies, and personal service workers deployed via POEA/DMW-approved agencies must submit NBI Clearance with DFA apostille as a pre-departure requirement alongside the OEC and OWWA registration.
- Hospitality and retail — International hotel brands and major UAE retail groups increasingly include police clearance as a standard onboarding requirement, particularly for roles with access to client rooms, financial systems or restricted areas.
Even in sectors not listed above, individual employers and recruitment agencies often request the NBI Clearance during their internal onboarding process. Obtaining it in advance — before your job offer or contract is signed — prevents delays at the critical point when you most need it.

Golden Visa

Domestic Worker Visa
Housemaids, drivers, nannies and personal service workers. Governed by UAE domestic worker law (Federal Decree-Law No. 9 of 2022). POEA/DMW approved deployment required.
Family Residence Visa
Sponsored by a UAE resident family member. For spouse, children and parents. Sponsor must meet minimum salary threshold (typically AED 4,000/month).

Since UAE is a Hague Apostille member, the process is straightforward — two steps before delivery:

Common mistakes to avoid
- Ordering embassy legalisation instead of an apostille — Before October 2021, authenticating documents for the UAE required a two-step legalisation process that included the UAE Embassy in Manila. Some recruitment agencies and online guides still describe this older procedure. Since UAE joined the Hague Apostille Convention in 2021, the DFA apostille alone is correct and sufficient. Do not pay for UAE Embassy legalisation — it is unnecessary and will not replace the apostille.
- Applying too close to your departure date — Under normal conditions the full process (NBI + DFA apostille + international delivery) takes 3–5 weeks. If a HIT (name-match delay) is triggered, it can extend to 8–10 weeks. Start at least 6–8 weeks before your planned departure or visa submission deadline.
- Submitting an expired NBI Clearance — The NBI Clearance is valid for one year from its date of issue. Check the validity date printed on the face of the document. Employers and POEA/DMW will not accept an expired clearance even if "it expired only last month."
- Not renewing while already deployed in UAE — If you are already working in the UAE and your NBI Clearance expires, you can renew it entirely from the UAE without returning to the Philippines. A renewal takes roughly the same time as a new application. Plan ahead — do not wait until you are asked for a current clearance before starting the renewal.
- Assuming the same rules apply to Qatar, Kuwait or Bahrain — Qatar, Kuwait, and Bahrain are not members of the Hague Apostille Convention. A DFA apostille is not accepted in those countries. If a colleague or agency tells you "apostille is enough for the Gulf," that may be true for UAE but it is not true for Qatar or other non-Hague Gulf states, which still require DFA authentication followed by embassy legalisation. - Confusing "DFA apostille" with "DFA authentication" — These are two different DFA processes. Apostille = Hague Convention certificate, accepted in 125+ countries including UAE. Authentication = an older certification process for non-Hague countries, which must then be followed by embassy legalisation. For UAE, you need the apostille — not authentication alone.

I am already working in UAE — can I renew my NBI Clearance without flying back to the Philippines?
Yes. If you have a previous NBI record, you can renew the clearance online at nbi.gov.ph from anywhere in the world, including the UAE. A representative or procurement service in the Philippines handles the in-person pickup at the NBI office, arranges the DFA apostille, and ships the apostilled original to your UAE address via tracked courier (EMS or DHL). Most renewals are completed within 3–5 weeks door to door. No return trip to the Philippines is necessary.
What is the difference between "DFA apostille" and "DFA authentication" for UAE?
They are two different DFA processes with different purposes. DFA apostille is the Hague Convention certificate — a standardised sticker or stamp that certifies the document's origin and makes it accepted in all 125+ Hague member countries, including the UAE (since October 2021). DFA authentication is an older process used for countries that are not Hague members (such as Saudi Arabia, Qatar); after DFA authentication, the document must still go through the receiving country's embassy in Manila for legalisation. For UAE, you need only the DFA apostille. Authentication alone is not the correct process for UAE and will not substitute for the apostille.
How much does the NBI Clearance with DFA apostille cost for UAE?

No — not since UAE joined the Hague Apostille Convention in October 2021. Before 2021, embassy legalisation at the UAE Embassy in Manila was indeed required. Since 2021, DFA apostille alone is sufficient and is the correct authentication. If your agency insists on embassy legalisation, they may be following an outdated checklist.
