These Terms of Service ("Terms") govern your use of the NBI Clearance Service ("Service") operated by NBI Clearance Service ("we", "us", "our"). By placing an order you agree to these Terms. The authoritative version of these Terms is the Japanese version; this English translation is provided for convenience.
Article 1 — Scope of Service
The Service assists clients in obtaining Philippine police clearance certificates (NBI Clearance) on their behalf. Depending on the order, we handle application input, payment of government fees, in-country procurement, DFA Apostille authentication, certified translation, and international shipping.
The Service is a procurement support service, not the issuing authority. We do not provide legal advice or represent clients in visa, immigration, or other legal proceedings. Whether a document is issued, its content, and processing times are determined solely by the NBI, DFA, and other government agencies. We do not guarantee those outcomes.
Article 2 — Ordering and Contract Formation
- You place an order via our contact form, WhatsApp, or email.
- A contract is formed when we provide a quote, you accept it, and we confirm commencement.
- We reserve the right to decline any order at our discretion.
Article 3 — Fees and Payment
- Fees are as stated on the Pricing page or in the individual quote (inclusive of consumption tax where applicable).
- Payment is due by the method and timing specified in the quote.
- Any bank transfer fees or other transaction costs are borne by you.
Article 4 — Your Cooperation Obligations
- You must provide accurate and complete information and documents (identity documents, authorization letters, prior NBI details, etc.) promptly.
- We are not liable for delays or losses caused by inaccurate, incomplete, or late information you provide.
- You represent and warrant that you are ordering documents for yourself or have the authority to order on behalf of the named person.
Article 5 — Prohibited Conduct
- Providing false information or forged documents
- Impersonating another person or infringing another person's rights
- Using the Service for purposes contrary to law or public order
- Disrupting the operation of the Service
Article 6 — Cancellation
- Once we have commenced in-country application or procurement, any cancellation will incur actual costs already incurred plus charges for work already completed.
- Government fees and other amounts already paid to third parties are non-refundable.

Article 6-2 — Procurement Guarantee and Refund
- If we are unable to obtain the NBI Clearance you ordered, we will refund our service fee in full.
- Government fees, international shipping charges, and other actual out-of-pocket costs are excluded from the refund.
- The guarantee does not apply where failure to obtain the document is attributable to you — including failure to meet your cooperation obligations under Article 4, provision of false or inaccurate information, or conduct prohibited under Article 5.
Article 7 — Limitation of Liability
- We do not guarantee whether the NBI, DFA, or any other government agency will issue the document, the content of any document issued, or the time required for processing.
- We are not liable for delays or non-delivery caused by name-match hits (HITs), government agency operations, force majeure, shipping or customs circumstances, document validity periods, or any other causes beyond our control.
- Whether a document you obtain through us is accepted by the receiving authority (foreign visa authority, immigration bureau, court, embassy, legal professional, etc.), or whether a visa, residence status, or other application is approved, is determined solely by that authority. We are not liable for those outcomes.
- Except in cases of our own wilful misconduct or gross negligence, our total liability to you is capped at the service fee you paid to us.

We handle your personal information only to the extent necessary to provide the Service. See our Privacy Policy for details.
Article 9 — Changes to These Terms
We may update these Terms at any time without prior notice. Updated Terms take effect when posted on this page.
Article 10 — Governing Law and Jurisdiction
These Terms are governed by Japanese law. Any dispute arising from the Service shall be subject to the exclusive jurisdiction of the court with competence over our registered address in Japan as the court of first instance.
